The rules of the First Baku International Architecture Competition

General Provisions
This Award is organised by the Ministry of Culture and Tourism of the Azerbaijan Republic and the Union of Architects of Azerbaijan and with support from the International Union of Architects. This is an open biennial award, in 1 stage. Participation is free of charge.
 
Goals and objectives
The main objective of the competition is to discover new ideas for: development and implementation of urban planning and architectural designs, more meaningful design of buildings and structures, search for composition, volumetric and spatial solutions; implementation of practical ideas to achieve the maximum diversity.
 
 
Award categories
Entries are invited in the following categories:
A - best implemented project in the architecture of public buildings;
B - best implemented project in the architecture of residential buildings;
C - best implemented interiors;
D - best non-realised project;
E - best implemented project in the field of landscape architecture;
F - best project undertaken in the field of rehabilitation and reconstruction of buildings;
G - best publication in the field of architecture.
 
Eligibility
Certified architects (all categories), students of architecture studying in schools recognised by the government or UIA member section in their country (only the “D” category) may participate in the Award.
Each participant can submit only one project for each category.

All questions and their replies will be e-mailed to all participants by the Union of Architects of Azerbaijan.
 
 
Submission materials
The submission materials for participation in the Award procedure are as follows:
- Registration Form of Participant
- Plans, facades, photographs of the building or of a model of the building;
- Short explanatory text - 2 A4 format pages maximum;
- Graphic materials will be presented on 60x80 cm format boards, 2 maximum
 
The working languages of the competition
The competition is held in Azerbaijani, in Russian and in English.
 
Anonymity
To guarantee anonymity, projects submitted to the award will be marked with a code in the upper right corner of the boards, on the descriptive report and on the sealed identification envelope (the code will start with the Category letter and include a six digit underlined number). The sealed identification envelope will include contact details for the author or contact person and the names of all collaborators (authors first name, name, patronymic, phone numbers, addresses, professional proof or student card, the distribution of the percentage of the premium for the level of participation in the project), as well as electronic version of the project.
 
 
Awards
The prize fund of 52,500 AZN (USD 67.305), established by the organizers will be awarded in the various categories as follows:
A - best implemented project in the architecture of public buildings;
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
B - best implemented project in the architecture of residential buildings;
- First prize of 4000 AZN (USD 5000);
- Second prize of AZN 2500 (USD 3200);
- Third prize of 1000 AZN (USD 1415).
C - best implemented interiors;
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
D - best non-realised project;
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
E - best implemented project in the field of landscape architecture;
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
F - best project undertaken in the field of rehabilitation and reconstruction of buildings;
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
G - best publication in the field of architecture.
- First prize of 4000 AZN (USD 5000);
- Second prize of 2500 AZN (USD 3200);
- Third prize of 1000 AZN (USD 1415).
 
International jury:
Award entries will be evaluated by an international jury composed as follows:
Michel Barmaki (Lebanon), UIA Secretary General ;
Elbay Gazimzada (Azerbaijan), UAA President ;
Vassilis Sgoutas (Greece), UIA Past President ;
Thomas Vonier (USA), UIA Vice-President ;
Hayder Ali (Sudan), UIA Vice-President .
 
Members of the international jury may not participate in the award and may not have any contact with the participants. Only the organisers of the Award may answer the participants’ questions.
 
The jury members can validly conduct its work in the presence of at least 2/3 of its members.
 
The jury will review all entries and eliminate those that do not meet the requirements listed above
 
The decisions of the jury are taken by simple majority, in a manner determined by the jury itself. In the event of a tied vote the chairman of the international jury will have the casting vote.
 
The International Jury shall be the only arbiter in all stages of the adjudication up to the awarding of the prizes.
 
The organizers of the competition may invite experts, and the consultants will comply with the confidentiality of the jury, and without the right to vote.
 
 
Timetable
Announcement: July 1, 2013.
Deadline for registration: September 15, 2013
Deadline for submitting questions: September 31, 2013
Deadline for organiser’s replies to questions: October 5, 2013
Deadline for the submission of entries in person or by post: 15 October 2013
Deadline for reception of posted entries: 25 October 3013
International jury: October 31 -November 1, 2013.
Announcement of the results: November 2, 2013.
 
Submission procedure
Projects by national participants will be presented 15 October 2013 by no later than 18:00, Republic Azerbaijan, Baku, Azerbaijan Union of Architects at 24 Murtuza Muxtarov street. Participants will receive a dated receipt.
Foreign participants’ submissions will be dispatched on 15 October 2013 at the latest (postmark will be proof) and must reach the Union of Architects of Azerbaijan by 25 October 2013.
 
Public awareness
The Award procedure and regulations will be published on the official website of the Union of Architects of Azerbaijan www.uaa.az. The UIA will also publish the Award announcement through its international communication network.
 
Organisation of exhibition and issue of the participants’ catalogue (bulletin)
 
An exhibition of all the works presented will be organized and will be open to the public after the announcement of the results.
 
All the awarded and recommended projects will be published in a catalogue (paper).
 
Award-winning submissions will be retained by the Promoter. All other projects may be withdrawn by the authors within 1 month after the closing of the public exhibition. Materials will not be saved after this period.
